The intent of this Master Plan is threefold:
1. Establish the short and long-term use for all areas of the facility and determine the scope and costs for the full renovation needed to support those uses.
2. Quantify and formalize existing use arrangements and set a policy for future use arrangements.
3. Establish a building maintenance and upkeep fund.
