2025 Taxpayer Savings

We’ve got even better news to share since our last update on the estimated tax notice and next year’s taxpayer savings! At last week’s City Council meeting, we proposed an even lower mill levy rate for 2025: 13.78 mills, which is the revenue neutral rate.

What does this mean?

Despite a 7.3% increase in property values, the average homeowner in De Soto will see a 25.5% reduction in City property tax, saving around $180!

The details:

  • Your property is taxed by multiple entities ("taxing subdivisions”), including the State of Kansas, Johnson County, the City of De Soto, USD 232, and the Northwest Consolidated Fire District.
  • Every August, Johnson County sends an Estimated Tax Notice to all De Soto property owners. The Estimated Tax Notice is not a bill, but a personalized estimate of your property taxes from all these entities. To help you understand the tax notice, we’ve created a handy guide called “Understanding Your Estimated Tax Notice.”
  • Initially, the City proposed a 2025 mill rate of 16.11, already lower than last year’s 19.80 mills, which would have saved the average homeowner $90. This 16.11 mill levy is the rate reflected on your estimated tax notice. Since this rate was above the revenue neutral rate of 13.78, it triggered a public hearing.
  • Our 2025 Budget Hearing and Revenue Neutral Rate (RNR) Hearing is on Thursday, September 19th, at 7pm in City Hall.
  • After refining our 2025 budget projections, the City is now proposing an even lower 2025 mill rate of 13.78 mills, meeting the revenue neutral rate and resulting in a savings of $180 for the average residential property in De Soto!
  • In 2024, the average home in De Soto is valued at $309,400, with $705 in City property taxes. In 2025, the average home will be valued at $332,000 but pay just $525 in City property taxes—a 25.5% reduction!
